IPaT Research Reminder: Letters of Collaboration
As most researchers know, federal agencies and other sponsors are continually revising their policies to streamline their proposal process. Some of these actions help to level the playing field for proposers and can eliminate any influence that institutions or individuals may have on reviewers. The National Science Foundation (NSF) recently provided guidance about letters of collaboration, saying these letters should not endorse or evaluate the proposed project. NSF has further addressed this topic by composing specific language for individuals and teams who plan to include collaborators in their proposed research. Here is one format of a letter of collaboration, as provided by NSF:
"If NSF selects the proposal submitted by Dr. [insert the full name of the Principal Investigator] entitled [insert the proposal title] for funding, I intend to collaborate and/or commit resources as detailed in the Project Description or the Facilities, Equipment or Other Resources section of the proposal."
Some researchers may also be tempted to include letters of support as part of their NSF proposal package to strengthen their proposal. However, unless required by a specific program solicitation, letters of support should not be submitted, as they are not a standard component of an NSF proposal.
